From http://voice.google.com/, after you already have a Google Voice account, you can send SMS text messages for free, but I don't remember if during registration Google Voice validates a preexisting phone number.

I have many questions as to the mechanics of Google Voice.

I have a Google Voice account. They finally accepted me.

Google Voice offers all the features seen here, but one key thing...

Google Voice does NOT provide free service.

You can not make calls on a cell phone through Google Voice. Your phone must have service prior to registering it to a Google Number.
